Batman '66 Issue number 28 not only introduces us to this world's Waylon Jones, but Jonathan Crane too!

Crane is an adopted child raised in a small town just outside of Gotham, where he is bullied by his older adoptive brother Zeke, who constantly tormented him with an old scarecrow.

When Crane graduates from college, he decides to wreak vengeful havoc with his new fear toxin.

Although Scarecrow didn't appear on the Batman '66 TV show, presumably for being too scary, a version of his fear toxin did.

In the season 3 episode "The Great Escape," evil cowboy Shame, alongside his sidekick Calamity Jane, squirt Batman, Robin, and Batgirl with a fear gas that leaves them terrified of their cattle rustling antagonists!
