Amanda Waller is perhaps the most unfairly hated character in DC, aside from perhaps Jason Todd, just before he was killed off by DC's fans.

Waller treats people like garbage, that much is undeniable. Even with the Suicide Squad - who would arguably work far better with her if she showed even an iota of care for them - she goes too far, treating the villains more like cattle than semi-kidnapped workers.

But it's not as though she does this for no reason. Waller is all about making the world a better place, and she'll do anything to get there; even enslave a bunch of DC villains and be ruthless to them so she never develops sympathy. It's not as though she enjoys this - she just knows what gets the best results the quickest, and it's certainly not letting a bunch of costumed criminals galavant around when they could be stopping dictators and taking on the dirty work regular superheroes wouldn't be caught dead with.

Amanda Waller is seldom nice, but there's no denying her heart's in the right place.
