Original Composite Superman, Joseph Meach was a diver who had fallen on hard times, attempted to draw publicity to himself by setting up a water tank on a sidewalk in Metropolis and diving off a building into it. However, he didn't realise the tank had leaked and he would have died had Superman not intervened.

Upon learning of Meach's troubles, Superman got him a job at the Superman museum, where the multiple exhibits dedicated to and celebrating the Man of Steel made an ungrateful Meach resent him. One night, when he was working in front of a Legion of Superheroes exhibit (which was actually a series of miniature lifeless duplicates of the Legionnaires), a bolt of lightning struck the exhibit which, in turn, shot in to Meach, granting him the combined powers of the Legion, including Superman himself (but to a greater degree, thanks to having the combined powers of Supergirl and the similarly-powered Mon-El and Ultra Boy).

To list a few of his additional powers, he possessed Colossal Boy's growing powers, Triplicate Girl's duplication powers, Saturn Girl's telepathy, Invisible Kid's invisibility powers, Elastic Lad's stretching powers and Cosmic Boy's magnetic powers (as well as many more).
