Ask anyone who raises them and they will tell you that a chicken can be an aggressive and mean animal. That being said, they don't represent much of a threat, which is why people don't often dress as chickens to scare people (unless you are talking about Family Guy).

When Steve Rogers decided to quit being Captain America in the 1970s, he reinvented himself as Nomad and had to fight a whole new group of bad guys. One such baddie went by the name, Gamecock, and he dressed as a giant chicken.

While a giant chicken might seem threatening, a guy dressed as one isn't. Granted, Carlos Cabrera was an experienced martial artist who could certainly take care of himself in a fight, but it's hard to overlook the chicken costume.

He donned the outfit when he was hired to track down Falcon, which doesn't make a lot of sense seeing as a falcon doesn't live in fear of chickens, but that's not really the issue here. The character was dropped for a while and eventually went into retirement so he could raise his kid, which is a good thing as he was rather too silly to contend with Captain America for very long.
