10 Greatest Comic Book Villains With ZERO Superpowers

3. Amanda Waller

Mysterio Spider-Man
DC Comics

Amanda Waller was a loving mother who only wanted to look after her family. But after watching her son, daughter and husband being murdered, she swore she would dedicate the rest of her life to clear up all crime in the country. After being trained in logistics, military field understanding, game theory, and strategic management, Waller became a top-tier government agent and the president's personal advisor. Recognising her drive to get any job done, it wasn't long before the higher-ups assigned her to overlook Task Force X, aka the Suicide Squad.

Not only is Waller a ruthless badass, she's a freaking genius. She's so smart, she deduced Batman's identity and figured out how to get into the Batcave. She may be middle-aged and overweight but she's strong enough to knock anyone to the ground with single punch; Rick Flag learned this the hard way. She's also so mentally strong, she avoided being mind-controlled by the telepath Max Lord through willpower alone.

Considering Suicide Squad members and certified lunatics like Harley Quinn and Deadshot are scared of Waller, it's a good indication she's the type of person you never want to mess with.
