Darkseid stands out as the most menacing villain in DC Comics. Having a humble beginning in the pages of Superman's Pal Jimmy Olsen #134, Darkseid grew into the biggest threat not just for the New Gods, but to the Justice League too.

Kirby was a World War II veteran and favored telling war stories. Taking that into superhero comics, he based Darkseid's mannerisms and threatening nature on Adolf Hitler. The self-styled Lord of Apokolips is a megalomaniac dictator that forces everyone under his rule to fight from a young age. Keeping in mind his real life counterpart, it makes Darkseid that much more maniacal and repulsive.

Darkseid's goal in DC Comics is to find the Anti-Life Equation. If he had this, he would be able to take over the minds of all sentient beings. Given his looming status in DC, he has almost achieved victory many times, including killing Batman once. With his intense level of power and the kind of threat he presents, it's that much more satisfying to see him lose every time.
