It only makes sense for The Dark Knight to end up on this list somewhere. The guy developed his entire identity as a superhero around instilling fear into his enemies, and in the right writers hands, he more than accomplishes that.

Batman as an identity is precisely and specifically molded around fear and how it can be exploited on the criminal mind. More often than not, it's how he gets the edge in the fights he enters because - as Batman The Animated Series has shown - despite all the gadgets and gizmos, he's still just a dude in a suit.

As such, the fear he instills in criminals is damn near vital to his effectiveness as a hero. From the voice he puts on when wearing the suit, to the suit itself, all black with the signature bat motif in the cape and cowl. Something so simple, yet if you saw someone in that getup leaping at you from the shadows, you'd be pissing yourself, don't lie.

Batman is about as scary as a mainline hero from mainstream comics can get, and you don't have to go looking very hard for why that is.
