9. Supergirl
Unlike Captain Atom, it isn't as if DC has been disregarding Supergirl over the years. It's just that none of her runs have really grabbed people the same way her more famous cousin has. And that really is a shame because many argue that Kara is a superior character to Clark, and more than deserving of the same kind of brilliant stories.
Every major run of Supergirl has tired to reinvent the wheel instead of focusing on her having a consistent lore. Until she was brought back in the New 52 and Rebirth, Kara Danvers was dead due to Crisis on Infinite Earths. Before she came back it was all alternate versions of her (Linda Danvers) or computers posing as Supergirl (Matrix Supergirl) and lots of other stuff.
Supergirl's current place in the DC universe, hilariously, takes from the DCW Supergirl TV show in order to finally have a consistent inner universe. So with luck, she won't be on this list for much longer, and the woman of steel can have that perfect, legendary run she deserves.
