2. Maxie Zeus
The hilarious Batman villain Maxie Zeus has a massive delusion of grandeur that he is, in fact, the Greek God Zeus, when he in actual fact is simply a history teacher who suffers a break with reality when his wife leaves him. He thus decides to become a violent gangster, before eventually being committed to Arkham Asylum for his troubles. He later escapes thanks to Bane, but a stop is put to this when he...collides with a tree (yes, really). Batman ends up curing him of his delusions, and convinces him to turn himself into the cops. One of the more ludicrous characters in the whole Batman rogues gallery, Maxie just doesn't mesh well at all with any screen interpretation of the Caped Crusader we have either seen or could possibly imagine. Given that one of his arcs has Ares' children trying to take over Gotham, there's really not much room for it on the big screen.
