While most of the villains on this list spent plenty of time sat on their behinds, letting everyone else do the work for them, Mac Gargan is the complete opposite.

It's unsurprising that Scorpion doesn't do much. After all, he was originally a simple private investigator rather than any kind of criminal. The only reason he has become the villain he is today is due to J. Jonah Jameson tricking him into taking an untested serum, designed to recreate the Spider-Man.

Sure, at first this new villain was more than a match for the wall-crawler, beating him a couple of times before the serum really set in. Gargan suffered greatly from the side effects and quickly went insane.

To make matters worse, after having his butt handed to him by Spidey, he was doused in acid during a fight with Ms. Marvel, driving him even more insane.

Since then, Gargan has failed at every single scheme he tried to put together. Be it taking revenge on the man who made him this way, or drowning Spider-Man in cement, Scorpion just didn't have the brains to pull anything off. These days, he's just relegated to a low-level goon, taking orders from whoever pays him.
