4. The Ray

The Ray is actually on his way to the CW Seed in animated form, so it's clear that the character's profile is set to grow. He's by no means a household name however, and is very much a character DC should be looking to exploit as they extend their, well, extended universe.
With the power to absorb and project light energy, The Ray is actually one of the most powerful characters to have graced the Halls of Justice, and indeed, had a major role in Grant Morrison's mind-meltingly good Final Crisis. The Rebirth version of the character is also, much to the delight of LGBT* readers everywhere, openly gay, and it's the incarnation that we'll be seeing in the upcoming CW series.
It's obvious that the CW has plans for the character, and while yes, that's pretty rad in many respects, one can't help but think that his potential will be somewhat wasted there. Given the chance to feature in a League film - one that boasts the Crisis-ridden inflections of Morrison's earlier works - then he could be a standout feature.
