Mob enforcers are bad, for sure, yet there are certain codes of conduct that superheroes are meant to stick to. For instance, decapitation is a major no-no!

Of course, there is the whole question of whether or not Jason Todd can be categorised as a superhero. Either way, him collecting the heads of a bunch of mobsters is nothing other than brutal.

This all took place in the Under the Red Hood arc where Todd's resurrection was explained. Deciding to unleash a chilling brand of justice upon the criminals of Gotham City, Jason was quick to target Roman Sionis, aka the nefarious Black Mask.

As part of Jason's plan to grab a little bit of the crime boss pie for himself, Todd, as the Red Hood, decapitated eight of Black Mask's lieutenants as a gnarly signal of intent.

It was vicious acts of brutality such as this which put the Red Hood in the sights of a certain Caped Crusader. From there, that would lead to the ultimate reveal that the Red Hood was the long-dead Jason Todd whose demise had for so long tormented Batman.
