7. Bludhaven

Bludhaven was a former whaling town located south of Gotham City. It was incorporated in 1912 and never managed to rise above its poor socioeconomic status when it failed to become a hub for manufacturing and shipping. It's one claim to fame was it was once called “Asbestos Town, USA.” It also didn’t help that Bludhaven seemed to be the place where the things were too terrible for Gotham City would wash up.

In recent times, the enormous villain Roland Desmond aka Blockbuster organized the city’s criminal element through sheer force of will. Nightwing took up residence in Bludhaven and began to chip away at Blockbuster’s organization. Their altercations were brutal and Desmond often sent assassins after Nightwing with civilians always caught in the crossfire.

During “Infinite Crisis”, Chemo was dropped on the city and utterly decimated it. It become a toxic waste area that no one could enter without protection. But with Rebirth, Bludhaven was restored and Nightwing began living there again. Recently, Dick Grayson has come into a fortune as the sole beneficiary of the will of Alfred Pennyworth. He has determined to use the money to improve Bludhaven. Blockbuster has already put a price on Grayson’s head.
