As far as convincing people to do things goes, threatening to detonate the bomb implanted in someone's head if they don't do what you say is a pretty solid tactic. While not strictly moral - or strictly legal - it's one of the few ways to convince a team made of notoriously difficult villains to consistently follow a mission plan.

Roughly 99% of the good deeds done by the Suicide Squad are down to Amanda Waller threatening to kill them if they don't. The other 1% is a surprisingly in-character issue of the 2011 Suicide Squad, which contains them willingly risking their lives after Waller deactivates their bomb implants, proving that a need to do good does hide somewhere in the villains.

Admittedly, Waller does threaten to hunt them down and kill them if they don't help her - but she does give them the option to leave without their brains also leaving their skulls, which the Squad could easily take if they didn't want to save the day.
