Part of Ra's Al Ghul's power is the strength in numbers. He is a pretty considerable threat on his own, but he's also backed up by the seemingly endless ranks of the League Of Assassins in most of his Gotham- or world-ruining plots. A recent addition to the Batman mythos might just give Ra's a run for his money in that respect, which is why they get the coveted number two spot.

The Court Of Owls only got introduced during Scott Snyder and Greg Capullo's run on Batman a year or two ago, but they've actually been around for a long time. Like in-universe, it was still Snyder and Capullo who created them. They're a secret society of assassins who have been living in €“ - and controlling -€“ Gotham the entire time. In fact they may have had something to do with the death of the Waynes, and they're made up of the socialite types Bruce spends a lot of his day hanging around with. So they're powerful in that they've infiltrated every part of Batman's city, and also because they're immortal.

Kill them, they just come back to life. How do you top that?
