Part of Ra's Al Ghul's power is the strength in numbers. The Court Of Owls only got introduced during Scott Snyder and Greg Capullo's run on Batman a year or two ago, but they've actually been around for a long time. Like in-universe, it was still Snyder and Capullo who created them. They're a secret society of assassins who have been living in €“ - and controlling -€“ Gotham the entire time. In fact they may have had something to do with the death of the Waynes, and they're made up of the socialite types Bruce spends a lot of his day hanging around with. So they're powerful in that they've infiltrated every part of Batman's city, and also because they're immortal.
