Low and behold, the strongest hero in the cosmos is actually a mutant. Not just any mutant either, because Franklin Richards is Omega-level, and the son of Reed and Sue Richards.

Franklin can bend time to his very whim, and unlike other mutants his powers actually manifested before puberty. Wielding such a power at an early age gave cause for concern from his family, but Franklin has proven more than capable of using his powers since, even making the Devourer of Worlds, Galactus, his herald.

Feats of strength don't get any more bold than that, and given how Franklin still has plenty of room left to go, it stands to reason that he could become not just the universe's most powerful hero, but it's most powerful inhabitant too.
