The Incredible Hulk may not embody the force of a immortal cosmic being, or be able to shoot microwave radiation out of his hands, but he is, and probably always will be, one of the strongest characters Marvel have ever published.
Everyone knows the story of the Hulk by now. Scientist Bruce Banner gets caught up in a nuclear test gone wrong and is blasted with a healthy dose of gamma radiation, imbuing him with a Jekyll & Hyde-like persona - only in this case Mr. Hyde is an unstoppable green wrecking ball with seriously poor anger-management issues.
The Hulk might not be the most powerful hero on planet Earth, but he is definitely among the strongest. There's actually no definite figure we can ascribe to the character's strength either, because the angrier he gets, the more powerful he becomes. In theory, if the Hulk tapped into a level of emotion he hadn't done before, he could be unstoppable.
There are countless examples of Bruce Banner's alter-ego doing crazy stuff with his strength, but everyone knows that the Hulk's the strongest anyway.
