5. Black Adam

Captain Marvel's equal and opposite, Black Adam spent most of his lifetime as Shazam's arch nemesis, but has recently been used in more of an anti-hero vein, serving as part of the reformed Justice Society of America. He gets the slot just about his rival because he's been around a lot longer, having been born and received his powers in Ancient Egypt, which means he has even greater mastery over the powers of the gods. And he has had a tendency to use them for evil, which has resulted in him ruling countries for hundreds of years. His power set is almost identical to Captain Marvel's, drawing on the panoply of gods' abilities, although in Black Adam's hands they are even more impressive. He is fast. strong, can fly, is invulnerable and harnesses the power of lightning, but he has been doing so for hundreds of years compared to Billy Batson's handful, and the fact that he wrestled those powers from the reluctant hands of the very gods that held them suggest he was pretty badass even before he got all magic'd up. Also, obviously, Black Adam's powers come from the Egyptian rather than Greek gods, which almost seems cooler. He also has the ability to inspire insane devotion from his followers - which explains the whole "ruling over countries for centuries" thing - which means that not only is he more powerful than Captain Marvel, but he knows how to put those powers to good use.
