3. The Phantom Stranger
The Phantom Stranger is an enigma wrapped in a mystery wrapped in a trenchcoat. He's so mysterious that you probably don't even know who he is. Which is why we're here; we're the experts, and we can pick out one of the most ridiculously overpowered characters in the DC Universe even when he's only appeared in a handful of comics since his first appearance in 1952. But every time he has bothered to show up, it's because it was important, and it required him to show off his bonkers collection of superpowers. We should probably start by saying that the Phantom Stranger's secret identity is Judas. As in, Judas Iscariot. As in, Judas Iscariot, the guy who betrayed Jesus and got him crucified. So the guy's pretty tricksy from the off. Somehow his part in some light god-killing didn't stop ol' Judy from becoming an immortal, Eternal being who turns up during critical points in DC history, like The Watcher with a smaller head and more ability to mess you up. The Stranger's full powerset has never been revealed, but over this sixty year history he has exhibited everything from cross-dimensional travel, immortality, sorcery that would make Doctor Fate look like a guy pulling rabbits out of a hat (and making a hash of it), teleportation, and being able to alter the fabric of reality. The Phantom Stranger, so far as we know, can do...pretty much anything. He has the actual powers of a god, because he is a god, and thus is used rather sparingly as a literal deus ex machina.
