Of course the top spot on this list had to go to Power Girl. That tight costume with the cleavage window all but guaranteed it.

Why does Power Girl dress like that? In JSA: Classified #2 in 2005, Power Girl tries to explain her costume to Superman. The reason for that cleavage window? Power Girl says that she wanted a symbol on her chest like Superman's iconic "S." But ... she was never able to think of anything and ended up leaving her cleavage window empty.

Yes. That explanation really was offered up in a mainstream comic.

Other DC Comics' characters have taken note of Power Girl's chest. Batman in one adventure suggests that Power Girl use her breasts to distract the villain the Toyman. Yes, this, too, actually happened in a big-name comic book.
