2. Psycho-Pirate
Roger Hayden wears a faceplate called the Medusa Mask, which can control the emotions of anyone nearby. Believing his mask was his ticket to riches and power, Hayden became the villainous Psycho-Pirate. When heroes and the police try to stop his crime sprees, Psycho-Pirate uses his mask to overwhelm them with shame, guilt, or depression.
He can also make a person develop a phobia of anything he desires. In his debut, he made Doctor Fate develop sitophobia (a fear of food) and attacked him with a pizza. (Unsurprisingly, it was one of the best debuts in supervillain history.)
At first, he may not sound menacing compared to villains like Reverse-Flash or Doomsday. However, Psycho-Pirate has been integral in the biggest DC Comics ever including Crisis on Infinite Earths and Infinite Crisis.
Amanda Waller has worked with the most despicable criminals in the Task Force X program, but claims Psycho-Pirate is one scariest beings in the universe. In her own words, "The Psycho-Pirate is a man who could make gods go mad. A man who could the mad gods sane again." Hypothetically, Psycho-Pirate could make deities like Zeus or heroes like Superman go on a murder spree or kill themselves with a single thought.
