3. Steve Rogers €“ Director Of S.H.I.E.L.D.

Someone needed to head up the rebuilding process after the damage caused by Norman Osborn during Siege, and Steve Rogers was just the man for the task. Retiring his shield to Bucky, Rogers is appointed by the President as 'America€™s top cop,' a.k.a. the director of S.H.I.E.L.D. Steve€™s first act is to assemble two teams of Avengers: a regular Avengers team led by S.H.I.E.L.D. agent Maria Hill, and a black-ops Secret Avengers team that he leads himself. Steve would pop up in many Marvel books during this €œHeroic Age€ as a representative of S.H.I.E.L.D., and he even got his own miniseries where he briefly had to fight an enemy without the Super Soldier serum running through his body. Steve€™s tenure as S.H.I.E.L.D. director ended during Fear Itself after Bucky€™s death at the hands of the Red Skull€™s daughter Sin, who at the time was in her Skadi form. Donning his star-spangled uniform again, he helped the other heroes fight off her and the forces of the Serpent. It was later revealed the Bucky who died was a Life Model Decoy, and the real Bucky had resumed his clandestine role as the Winter Soldier with only Steve, Black Widow and Nick Fury aware of his survival. Steve becoming director of S.H.I.E.L.D. is an example of his commitment to his country and a justifiable reward for the sacrifices he made. While Steve was 'dead,'' Bucky took on the role of the star-spangled Avenger and it meant the world to him. After he was revived, Steve gave up being Captain America even though it meant the world to him because he didn€™t want Bucky to go down the dark path again. Afterwards, he took his patriotic duties to the next level by joining S.H.I.E.L.D. and working within the government to make the United States a better place. However, as many of the heroes realized, Steve was meant to be Captain America, and after Bucky 'died,' it gave Steve the push he needed to put the uniform back on, and he€™s been fighting threats as Captain America ever since.
