After the Green Lantern villain, Hector Hammond, was exposed to a radioactive meteor, his skull and brain increased in size to the point where he was unable to lift his head unassisted.

However, Hammond learned that the meteor's radiation endowed him with vast psionic power, which allowed him to sap the thoughts of anyone in his proximity. If he steals the memory of a person who is in love, he will feel that same emotion as if it is his own.

Unfortunately, this will cause the person that he stole from to lose that memory forever. If he steals too many memories from a person, it can cause incontrovertible brain damage.

There is no question that Hammond deserves to be punished for his crimes but a part of you can't blame him. Without this power, he would be damned to a life of permanent misery. Because of his head's immense size, he can't do much at all for himself. Stealing people's thoughts is his only means of happiness. It doesn't justify his actions, of course, but it does let you understand them.
