There's an aspect to the Punisher that more casual fans may not be aware of, and it's that Frank has a deep respect for Steve Rogers, otherwise known as Captain America himself.

Whether it's because both men were war veterans, or just because Steve Rogers is someone that everyone would aspire to be, the Punisher is one of the few heroes that he has absolute respect for, so much so that when Steve was beating him up, Frank refused to raise a hand to defend himself.

This respect was on full display in a What If...? story. In it, Captain America was found dead in the iceberg that the Avengers originally pulled him out of. With a country in need of a symbol, Iron Man decided to find a man who understood what the country was, not what it used to be. So he picked Frank as the new Captain America.

This depressing thought process aside, it actually worked out, and he inspired a long line of Captain Americas. Guess you can't judge a book by its cover.
