That was around the time that, instead of that particularly drastic measure, they shipped Matt Murdock off to San Francisco instead. Then things got better under Frank Miller, before they took another nose dive. After Miller's down-and-dirt examination of Catholic guilt and street crime, Marvel decided to make things a little brighter for The Man Without Fear. Veteran Avengers writer Steve Englehart was the number one choice to follow Miller and David Mazzucchelli's classic Born Again storyline, and he planned a lot of big changes for the character. In fact he considered sending him back across the country, with a chance to join the West Coast Avengers. Considering the West Coast Avengers were frequently used as a comedic foil to the actual, proper Avengers and that Daredevil has never really been part of a proper Avengers team, being more of a street level hero such a change would've been pretty odd.
