Jason Todd's viewpoint on crimefighting has always been a tad more violent than the rest of the bat-family, something that he so wonderfully proved when he took up the mantle of Batman during Bruce Wayne's absence.

Todd goes full Punisher, using an arsenal of firearms to go to war against Gotham City's criminal populace. In and of itself, that would put Todd's Batman in the anti-hero category (going by comic book definitions and not actual views on morality), yet it's the added violence toward heroes that solidifies this Caped Crusader as a villain.

Both Tim Drake and Damian Wayne are hospitalized by Jason, Damian receiving a gunshot wound that would have killed him were it not for the efforts of Alfred. So, without any intervention, Todd would have become a murderer of a child - an incredibly well-trained ninja child, yes, but a child nonetheless.

You don't get much more villainous than that.
