Making a mentally unstable man with the voices of a religious cult in his head the new Batman isn't the greatest idea in the world, apparently.

Much like Jason Todd, Jean-Paul Valley's approach to battling crime involved a lot more murder. During his tenure under the cowl, Valley went from brutalising his enemies in a manner that a Bruce Wayne on a bad day would be proud of, to straight-up murdering folks. This murder train left the station when Valley let a serial killer die, also condemning an innocent to die in the process, meaning the character's actions did not solely hurt criminals.

His bat-suit did have metal claws, razor-sharp batarangs, a flamethrower, and many more lethal gadgets though, so that's not a massive surprise.
