When a blackout takes out most of the US, the nation falls into absolute chaos. Ironically, since Batman convinced anarchists and gang members to join his side, Gotham becomes the safest city in the country.

The government sees Batman's reign over Gotham as an embarrassment and so, President Ronald Reagan orders Superman to arrest him. Enraged that Superman has become a government tool, Batman defeats his former ally, using superior battle tactics.

Batman intended to build up his army so he could bring peace to the US. Because of Superman's interference, Batman had no choice but to fake his death and build his army in a secret underground base. If Superman just let Batman do his job, none of this would have happened.
