In a semi-apocalyptic Gotham, it makes perfect sense that the Penguin would still thrive - as, after all, if anyone can do business in an almost fully collapsed city, it's definitely Oswald Cobblepot.

But this doesn't last long, as when Batman gets word of how corrupt the Penguin's bartering system is, he immediately goes after him, beating all of the villain's biggest and buffest henchmen in order to force the bird-themed villain.

Only, Batman isn't the one who actually ends up saving the day. After the Penguin refuses to take care of the people who risk their lives to bring him food and supplies, they become furious, and so rise up to threaten the Penguin with mob violence if he doesn't give into their demands.

Realising that one athletically-limited man versus a horde of hungry scavengers is only going to go one way, the villain accedes the crowds requests, with Batman essentially just getting to watch as Gotham fixes itself.
