8. Judge Dredd

Dredd has been a beloved character with his own successful series since the late 1970's, but really, when you take a step back and look at him, you realise that in any other setting he'd be a massive villain. Judge Dredd was always conceived as satire by creator John Wagner, the personification of everything wrong with Margaret Thatcher's Britain and in several of the shorter stories and one-shots, Dredd actually played an antagonistic role. In a city as cruel and as harsh as Mega City One, there's nobody we'd rather have protecting us from the criminal gangs, psychotic Judges, necromancers and terrorists than Judge Dredd but that doesn't eliminate the fact that the heroic protagonist is a complete and utter fascist.
