(You have to give him props for originality.) His species, the Elans, have the power to warp reality with the slightest thought. Delinquent was only a toddler when he strayed from his family and landed on Earth, meaning there was no one to protect him from his own godlike power.

And what did Delinquent do when he revealed himself to the world? He turned a lamppost into a grape tree. As the public gasped in amazement, the alien then used his power to pour a soda from a brick wall. Clearly, these acts of power made the governments of the world tremble.

When a gangster saw Delinquent's "incredible abilities" on television, he bribed the extra-terrestrial with candy to join him. When the criminals realised Delinquent wasn't mature enough to help them, they tried to kill him. Delinquent became so scared, he raised his hand, preparing to obliterate the Sun.
