6. US Agent
One of Captain America's key conflicts has always been his desire to serve the will of the American people over its government, often clashing with them over how much say they get in what he does. In 1986, this came to a head when the US government ordered him to report directly to them, so Steve Rogers quit his role as the Sentinel of Liberty.
The government responded by finding a replacement Captain America. They picked a man called John Walker, formerly the villain Super-Patriot. While Steve represented the ideals of patriotism, Walker represented its darker side. He was a bully and a sycophant, happy to do whatever the government asked and more than willing to enforce its will with extreme violence. John Walker didn't care about right or wrong, he only cared that America came out on top.
Steve Rogers later reclaimed his mantle and John was forced to take up the identity of US Agent instead and proceeded to run around looking like a cheap knockoff Captain America action figure from (ironically) China.
US Agent's attitude softened over the years and he even briefly joined the West Coast Avengers. However, he only lasted a short while before he was booted off the team for being a reckless jerkface.
