3. Using Mutants As Scapegoats - Ultimatum: X-Men Requiem

Given that the Ultimatum series involves the deaths of several iconic superheroes, countless innocent civilians, and the Earth itself being shifted off of its axis, it's fair to say that anyone involved in the clean up was a little miffed about the whole thing, to say the least.

Danvers takes this a step further, though, as she's promoted to Head of S.H.I.E.L.D following Nick Fury's departure, meaning that all the commotion caused during Ultimatum is more or less left up to her to sort. This doesn't justify her method of 'cleaning up' afterwards, however, as - since a good portion of the event was the fault of Magneto - she decides to blame all mutants for the catastrophe, further encouraging the general public's growing hatred for mutantkind.

While it would have been a more challenging task to fix everything without using mutants as a scapegoat, this doesn't excuse Danvers throwing an entire group of innocent people to the proverbial wolves just because of her own personal prejudices.
