What makes Magneto such a great character is that, at the end of the day, he is only doing what he feels is necessary to make the world a better place for his people after going through the horrors of the Holocaust.
In Uncanny X-Men #150, he took that up to 11. Believing himself to be the benevolent dictator that mankind needed, Magneto threatened to end all life on Earth unless the world's governments disabled their nuclear weapons and ceded all control over to him.
This 'ends justify the means' approach led to Magneto committing some pretty severe atrocities such as sinking an entire submarine full of Russians and using a device to cause a volcanic eruption in the fictional city of Varykino (the inhabitants were able to evacuate, but the guys stuck several miles under the sea weren't so lucky).
Magneto only came to his senses when the X-Men tried to stop him. During the battle, he accidentally nearly killed Kitty Pryde. Seeing that she was a young Jewish girl, he realised that he was hurting the very people he had sworn to protect and that he had begun to consider human life as worthless as the Nazi's considered his people.
