Starting up an actual Illuminati to have secret meetings is never a solid game plan, especially when this means you are deciding the fate for the Earth behind the backs of three-quarters of the team you are supposed to trust with anything.

The formation of the Illuminati is as dodgy as it is practically useless, as literally any agreement on how to resolve matters ends in a fight anyways, completely ruining the only practical use of having sketchy meetings in the first place.

Said sketchy meetings also include splitting the infinity gems between members, which takes the Illuminati from the Avengers equivalent of an after-school club to a cult with potentially catastrophic power.

Making the gems common knowledge also meant they were targeted by villains, but actively lying to the rest of the Avengers and the world to try and secure them doesn't seem an effective safeguard either.
