On Earth-Three of the DC Universe gives us our answer. Here, the Justice League are instead an all-powerful team of villains known as the Crime Syndicate of America. Their members consists entirely of Justice League doppelgangers including: Ultraman (Superman), Superwoman (Wonder Woman), Owlman (Batman), Johnny Quick (The Flash), and Power Ring (Green Lantern).
This is such an interesting universe with Lex Luthor of all people (now going by Alexander) serving as the world's greatest hero. His allies: The Jokester (Joker), The Quizmaster (The Riddler), General Grodd (Gorilla Grodd), and you get the idea. This is an upside down world that would be so interesting to explore.
