Although Hawkeye's early tales were typified by petulant outbursts and a general refusal to be a team-player, it's equally true that he's been a fantastic leader too.

When Clint split off from the main Avengers in the early eighties he did so to found the West Coast Avengers, which he led. He's been synonymous with that team ever since, but has often served as a second-in-command on the main Avengers roster on numerous occasions. Add to that repeated stints with the team's black ops equivalent, the Secret Avengers - where he also served as leader - and you're left with one of the most experienced heroes in the team's roster.

Look, being an expert archer is obviously a handy skill, but there's a whole lot more to the character than just his proficiency in combat. He's just generally a great teammate to have, and having been called upon by Earth's Mightiest Heroes time and again, it stands to reason that he's considered to have a clear and obvious impact.
