3. Silver Surfer
It should come as no surprise that the Silver Surfer is worthy. A cosmic being like him should be able to lift the hammer regardless of any silly rules written on it. However, the circumstance in which he lifted the hammer were...less than ideal.
A few years ago, the Thanos comics did a storyline literally titled "Thanos wins", where Thanos well...wins. As in he destroys everything and everyone, leaving very few if any creatures alive in the universe.
One of those creatures is the Surfer, who failed to stop Thanos initially, as not even Galactus was a match for the Mad Titan.
In one last desperate attempt to stop Thanos, Silver Surfer renames himself The Fallen One, picks up Thor's hammer and attacks Thanos in one epic final battle.
Sadly it isn't enough to stop Thanos, and the Surfer falls to him once again. Even so, it was glorious to watch Norrin finally confirm that he is in fact worthy of Mjolnir.
