3. Norman Osborn Creates H.A.M.M.E.R
So. S.H.I.E.L.D. probably ain't coming back (sorry Daisy). Its reputation has been fundamentally tarnished in the eyes of both the American government (however much their opinion on things actually matters these days...) and the American people. But, that does not change the fact that there are still evil organizations and superhuman threats that normal armed forces aren't ready for. Man if we aren't careful, ANOTHER rich New York con man might just swoop in to fill the void here in order to secure more power for himself.

For those not in the know, the canonical replacement for S.H.I.E.L.D. in the Marvel comics is the Norman Osborn created espionage organization, H.A.M.M.E.R. As you can imagine, this was of course an evil plot by the famous supervillain, but that almost makes him joining the U.S. government too perfect a plot point.
H.A.M.M.E.R. being introduced would serve as an excellent subversion of previous phases and their storylines, where this time the big military organization is revealed to be obviously corrupt and evil from the start and has its sights set on our heroes.
