5. Bullock Resigns

While initially being only Jim Gordon and a handful of faceless officers, over time the GCPD would expand and introduce readers to a whole host of new detectives, including Mackenzie "Hardback" Bock, Renee Montoya and Crispus Allen. Of all the men and women who have carried a badge and a gun on Gotham's streets, perhaps none are as respected and despised as Detective Harvey Bullock.

Bullock is at heart a good man, loyal to the law, his colleagues and above all else Jim Gordon. The problem is he is a firm believer in "the end justifies the means", no matter how far into the shadows he must go. Which adversely brings him into frequent conflict with Batman, who he sees as a criminal taking the law into his own hands.

When the GCPD discovers that former mobster-turned-cop Jordan Reynolds shot Gordon, they must release him on a technicality. Reynolds then disappears, leading Internal Affairs to start asking questions of Bullock. In truth, Reynolds was in witness protection, and Bullock told the Mob where to find him, resulting in his "disappearance". Harvey quits due to political pressure from the department in general and Commissioner Atkins in particular.
