During this time, DC would launch a new ongoing monthly title called Gotham Central, focusing on the lives and loves of the various detectives working in the GCPD. While the book would focus on two distinct shifts, each written by a different writer, Ed Brubaker and Greg Rucka, respectively, many themes would carry throughout the books' entire run. Principal among these would be the idea of organised corruption.

At first, it's only ever hinted at, and even then, it's more along the lines of cops taking small payoffs or stealing evidence to sell to "collectors". But as the story progressed, the scale of the rot which had set in since Gordon's retirement would become apparent. Jim Corrigan, a corrupt CSU officer, would become the focal point of these allegations.

He and his cabal of bent cops would engage in a litany of offences ranging from tampering and theft of evidence, up to murder. When Corrigan murders Crispus Allen when his investigation gets too close to the truth, his partner Renee Montoya quits in disgust as the guilty parties go unpunished due to legal loopholes.
