Although pretty much everyone else mentioned so far has operated as a hero - or anti-hero - while under the guise of Batman, Bane most definitely did not.

During the Forever Evil event - where all three Justice Leagues were incapacitated, leading to the Crime Syndicate's attempts to take over the world - Bane engages in a war with Scarecrow to take control of Gotham.

Upon returning to the city, he is informed by the Penguin that those housed within Arkham don't fear Bane, making it impossible for him to command them in battle. In response, the man who once broke the bat fashions a Batsuit of his own and defeats Killer Croc in battle, allowing him to control greater numbers and take on Scarecrow head-to-head.

Yes, Bane didn't become the Batman, but he did take on the identity temporarily to suit his own evil ends. It's about as far away from Batman as you can possibly get, but that didn't make the image of Bane donning his own Bat-costume any less impressive.
