But Michael's death was not the last we ever saw of Vengeance; it would just take him a while to find someone dumb enough to believe ANYTHING Mephisto offers is trustworthy.
He did this in 2008 when Deputy Kowalski was introduced to the Ghost Rider universe. Kowalski started out as a cop investigating the mysterious string of car crashes on highway 18. An investigation that would go sideways for him when he learned that the answer was cannibals.
After losing his hand to said cannibals, he ended up escaping, but not before confronting Ghost Rider about killing the cannibal instead of bringing him to justice. Fast forward a bit to Kowalski getting his hands on a shotgun capable of actually killing Johnny Blaze, and him nearly succeeding in doing so. But as a result of the weapons abilities to drain away the energies of Spirits of vengeance it hits, Kowalski absorbed much of Johnny's powers and became the newest incarnation of Vengeance.
Kowalski proved to be one of the most dangerous villains in Ghost Rider history, with a lot of Ghost Rider's powers, and very little of his morals. And while we haven't seen him in a while, the last time we did made it clear that we'll be seeing him again, and likely real soon.
