7. Commissioner Gordon - The Dark Knight Rises
Commissioner Jim Gordon has done a lot of good for Gotham City, but during the events of The Dark Knight Rises, it seems like the stress of the job gets to him a little, impacting his better judgement and causing him to make one very stupid decision. Once Gordon finds out that Bane is hatching his plan from within Gotham's sewer system, he sends the
entire Gotham PD (pretty much) down there, which anyone who has ever played an RTS game can tell you is just a terrible mis-management of resources. Inevitably, it's a trap, and Bane triggers a series of explosives that leaves the cops trapped down there (though incredulously, they are still regularly fed supplies, and don't seem to be suffering from a severe vitamin deficiency when they finally resurface). Basic cop logic would dictate that you don't put all your chips in one place - rather, send an assault team down there to scope the place out first. The result was that Bane held Gotham hostage for a number of months, and very nearly ended up blowing the city to holy Hell.
