6. Bail Organa
It's true, Bail Organa is hardly a minor character in the Star Wars universe - but his arc in the movies was underdeveloped and entirely disproportionate to his role in the story, which is enough to earn him a spot on this list.
Throughout the prequel trilogy, Organa proved to be one of Senator Amidala's biggest allies and most trusted friends, despite having only a few scattered lines of dialogue.
Organa was also friendly with the Jedi - something which, in the last days of the Republic (and especially after the birth of the Empire) - was nothing short of remarkable.
Of course, Organa does little to actively influence the story until the closing scenes of Revenge of the Sith, in which he offers to raise a recently deceased Padmé's daughter, keeping her heritage a secret from newly-turned Sith lord Darth Vader.
Organa was a valuable and level-headed member of the Senate, and when democracy failed, he continued to aid the Jedi in secret, despite the obvious danger it would put him in. Had Organa simply decided against risking his life for the infant Leia, things could have played out very, very differently in the years to come.
