5. Justin Hammer

To begin this entry, it is easy to see why this particular villain is as underrated as he is. There have been boring villains, indifferent villains, and silly villains, but Justin Hammer just so happens to be one of the most useless villains in the entire MCU.

He was constantly undermined and made to look stupid by Tony Stark, he was manipulated and made to look stupid by Ivan Vanko, his weapons were terrible, and he ended up being arrested and absolutely no closer to his goal of essentially being Tony Stark.

However, what Hammer lacked in any real threat or intimidation he made up for in pure entertainment. Like many of the villains on this list, this came purely from the work of the actor. From his role in Iron Man 2, it’s easy to see why Sam Rockwell was originally considered for Tony Stark way back when.

Thankfully the role went to RDJ, leaving Rockwell free to put in a simply joyous performance as the man who so desperately wanted to be Tony Stark. Whereas Ivan Vanko was a poor villain, in a secondary role Justin Hammer and his hilariously misplaced overconfidence simply shone.
