The Avengers have had a strange relationship with authority figures since their inception in 2012. Originally working under the guidance of Nick Fury and SHIELD, himself working for the World Security Council, another level of hierarchy was brought to the MCU in The Winter Soldier.

Brought to life by the legendary Robert Redford, Alexander Pierce was one of the highest-ranking members of SHIELD, and was one of the masterminds behind HYDRA’s rise within the organisation. There aren’t many people that could have pulled the wool over Nick Fury’s eye for so long like that.

Pierce was a ruthless murderer, having killed his maid when she discovered him talking to Bucky in his home, and planned to kill millions of people around the world for crimes not yet committed. There are very few villains in the MCU, particularly with no abilities, that have earned the kind of power and influence as Pierce, with the attitude and arrogance to wield it as he did.

Yet, the antagonist for one of the strongest ever MCU properties is never mentioned when it comes to the conversation of who is the best bad guy of all. He may be no Thanos, but he is up there with the best of them.
