We hear on a number of occasions that Todd and Janelle are “dicks” but if you look at it, they’re not really bad at all. They let their eleven year-old foster child have his own space, never raise their voice to him and let him ride off on a moped without a helmet. They seem pretty cool if you ask me.
The point being, we’re not given much indication that they’re bad people. The biggest crime these two committed was trying to raise a little s**t of a kid, and while there are other characters in this film who suffered at the hands of either Terminator (Pepsi guy, Point Break Good Samaritans or Hospital Security Guard) these two suffered the worst luck by just having some affiliation to John Connor.
