2. Norman Osborn
In the pantheon of Marvel Comics, there are very few – if any – who are as outright evil and vindictive as Norman Osborn. Whether in his infamous Green Goblin garb or not, Norman is and always will be nothing but a complete and utter d*ck who is only out to serve his own best interests.
Of course, Osborn is most synonymous with a certain Wall-crawler. Despite said Wall-crawler not having an outing as part of Phase 4, that doesn’t mean that Norman can’t be introduced elsewhere in the Marvel Cinematic Universe.
In the comics, Osborn has been a thorn in the side of pretty much any major Marvel hero at one time or another. As such, he could easily be dropped in – even in a minor, background role that will be fleshed out further down the line – in pretty much any of the big screen or small screen MCU efforts booked in for Phase 4.
If handled correctly, Norman Osborn could easily become a villain on the level of Thanos. And much like Thanos, a slow and steady approach may be the best way to introduce Norman into the MCU.
Where as the Mad Titan was up in the stars on a quest for the Infinity Stones, Osborn could be just as impactful in a more political way. Greasing palms, paying people off, using hired guns as he manipulates the MCU to fit his own personal wants.
