6. Judge Renslayer (Loki)
Loki was an MCU property that few could match for being so weird and wonderful. WandaVision was out there with its uniqueness, but Loki played with the entire fabric and existence of time, free will, and the multiverse. The series was completely off the wall, and it could have gone in a similar direction with its villain.
He Who Remains was in a way the over-arcing villain, as he was the man behind the TVA. However, he just appeared in the final episode, it was Judge Renslayer that acted as the primary antagonist for the majority of the story, and she was a complete let down.
There was very little that was compelling about Renslayer. She took her job in the TVA very seriously, she had to be convinced not to prune Loki immediately before actually pruning him at the end of episode four, and she completely manipulated Mobius throughout. There was really little more to her than this, however.
Even when she found out she had been lied to all of the life that she could remember, she stayed loyal to her mysterious boss for some reason. She essentially rarely thought for herself, and was, for lack of a better word, boring. In a series as bizarre as Loki, fans understandably felt cheated by being presented with such a bland villain.
